Five people arrested for ‘weapons violations and gang activity’ in Stockton after mass shooting
STOCKTON, CALIFORNIA: Five people were arrested in Stockton on Saturday night, November 29, after a deadly shooting.
Officials reported that the individuals, Issac Grosvenor, 27, Destiny Willis, 32, Kevin Le, 22, Jovon Frank, 19, and a 16-year-old male, were taken into custody after police received a report of “several armed subjects” in the area.
Gang activity, weapons charges filed after Stockton police arrest five suspects
According to a Stockton Police Department press release, Chief Stanley McFadden issued a report on November 30 with the subject line, "SPD News: Proactive Weapons Arrest."
The statement began, "On November 29, 2025, at approximately 10:21 pm, Stockton Police Department officers conducting proactive patrols in the Louis Park area responded to a report of multiple armed individuals in the 2800 block of Pixie Drive."
It added, "Upon arrival, officers located the subjects described and subsequently arrested the following individuals, Isaac Grosvenor, 27, Destiny Willis, 32 , Kevin Le, 22, Jovon Frank, 19 , A 16-year-old male."
The release continued, outlining the charges against the five individuals: "All were taken into custody on charges related to conspiracy, weapons violations, and gang activity."
Stockton police probe possible link between five arrests and mass shooting
Police arrested five people hours after a deadly mass shooting at a child’s birthday party in Stockton. The Stockton Police Department is investigating whether the arrests are linked to the shooting, which occurred just before 6 pm, about seven miles from where the arrests took place.
The police said, “At this time, investigators are unable to confirm whether these individuals were involved in the recent mass shooting incident. This remains an active and ongoing investigation.”
It concluded by saying, "Anyone with information regarding these arrests or the mass shooting is encouraged to contact Stockton Crime Stoppers at 209-946-0600."
Stockton birthday party shooting leaves 4 dead
Stockton Mayor Christina Fugazi told KCRA 3 on Sunday, November 30, that the attack stemmed from “group gang violence.”
Investigators later reported that 15 people were affected in the shooting. Four people died and 11 were hospitalized after the targeted attack on Saturday, according to the San Joaquin County Sheriff’s Office.
Sheriff’s spokesperson Heather Brent said the victims’ ages were 8, 9, 14, and 21. The shooting took place just before 6 p.m. at a banquet hall on the 1900 block of Lucile Avenue, where 100 to 150 people had gathered for a child’s birthday party. Suspects remain at large.
Sheriff Patrick Withrow said officers found firearms on the roof of the banquet hall, but it is unclear if any were used in the shooting. Investigators believe multiple suspects were involved and that the attack began inside the hall and ended outside.
