Two Senate races Republicans hoped to flip face fresh challenges as GOP shifts money to new battlegrounds

Georgia was among the Republican Party's major Senate targets, with Rep Mike Collins challenging first-term Democratic Sen Jon Ossoff. However, Republican Senate campaign leaders are now considering directing future spending toward other contests, according to two GOP sources who spoke to AP. Collins has struggled to match Ossoff's fundraising and advertising operation. Although Republicans have not abandoned Georgia, the financial disparity has complicated their effort to unseat the incumbent.

Ossoff is seeking a second Senate term in a state that helped deliver Democrats their Senate majority in 2021 but voted narrowly for Donald Trump in the 2024 presidential election. While Collins seeks to consolidate Republican support, Ossoff has continued campaigning across Georgia, including an appearance with union members at an Atlanta-area Labor Day gathering on September 7. The GOP's spending reassessment reflects the resources required to challenge an incumbent who has built a substantial campaign operation.

North Carolina has presented Republicans with a different challenge. Former Republican National Committee chairman Michael Whatley is running against former Democratic Gov Roy Cooper for the Senate seat being vacated by Republican Thom Tillis. Trump campaigned alongside Whatley at Gastonia Municipal Airport on September 16, underscoring the administration's involvement in the race. However, some Republican strategists have expressed concern about the party's turnout operation and voters' dissatisfaction with the cost of living.

Cooper, a former two-term governor, has never lost a statewide election in North Carolina. His electoral record has become a central consideration for Republicans deciding how much money to commit to Whatley's campaign. Retiring Republican Sen Thom Tillis has urged party leaders to assess which candidates remain competitive before committing further resources. However, the Senate Leadership Fund still had $19.5 million in advertising booked in North Carolina, on top of $30.4 million already spent, according to AP's September 29 report.

While Republicans reconsider spending in Georgia and North Carolina, Texas has emerged as a major focus of their defensive strategy. Republican Attorney General Ken Paxton faces Democratic state Rep James Talarico in a state where Democrats have not won a Senate election since 1988. According to AP, the Senate Leadership Fund had committed $124 million to advertising supporting Paxton by September 28, while Trump's MAGA Inc super PAC had committed more than $20 million during September.

Ohio is another Republican-held state attracting attention in the closing weeks of the campaign. Trump is scheduled to appear alongside Republican Sen Jon Husted in Vandalia on October 3, as Husted faces former Democratic Sen Sherrod Brown. Republicans currently hold 53 Senate seats to Democrats' 47, including two independents who caucus with Democrats. Democrats need a net gain of four seats to take control, while also defending competitive seats in Georgia, Michigan and New Hampshire. The shift in Republican spending toward Texas and Ohio illustrates how the party is balancing its efforts to defend existing seats against opportunities to win Democratic-held contests. Georgia and North Carolina remain competitive elections, and neither party's victory is assured.
