Why Rep Maria Elvira Salazar is breaking with Trump as her once-safe Florida seat becomes a midterm battleground

Before entering Congress, Salazar spent decades as a Spanish-language television journalist, interviewing political leaders across Latin America before turning to politics herself. The Cuban American Republican first ran for Florida's 27th Congressional District in 2018 but lost to Democrat Donna Shalala. Two years later, Salazar defeated Shalala and flipped the Miami-area seat to the GOP. She has since cultivated a political identity combining conservative positions with an emphasis on issues affecting South Florida's large Hispanic and immigrant communities. That balancing act is becoming increasingly important as she seeks another term in Congress.

Salazar has backed significant parts of Trump's agenda and has appeared alongside the president during his political rise in heavily Hispanic South Florida. Trump's own gains among Latino voters helped transform Miami-Dade County's political landscape. He became the first Republican presidential candidate since 1988 to carry the county when he won it in 2024. But immigration has increasingly complicated the relationship between Trump's administration and some Republican politicians representing heavily Hispanic communities. For Salazar, that tension has now spilled into public view.

On September 17, Salazar released a bilingual campaign video filmed near the White House in which she directly appealed to Trump to reconsider elements of his immigration crackdown. Salazar said Hispanic voters who supported Trump wanted criminals removed from the country but argued that enforcement had expanded beyond what some of those voters expected. "Mr President, some of the things happening on immigration have gone too far," she said. Salazar also warned that some Hispanic voters who backed Trump in 2024 now felt "betrayed." The remarks represented one of her clearest public breaks with the president on an issue central to his second-term agenda.

The location of Salazar's district helps explain why the issue carries unusual political risk. Miami-Dade's electorate includes large Cuban, Venezuelan, Colombian, Nicaraguan and other Latin American communities, and Republicans made significant gains among Hispanic voters there during Trump's political rise. But Trump's second-term immigration crackdown has generated concern among some South Florida residents and politicians as enforcement has expanded. Salazar has long advocated a different approach that combines border enforcement with potential legal status for some undocumented immigrants already living in the United States. Her latest intervention therefore reflects a political tension she has confronted for years — supporting much of the Republican immigration agenda while arguing for protections for immigrants without criminal records.

Salazar is facing Democrat Eliott Rodriguez, another familiar name in Miami media. Rodriguez spent decades as a television journalist and news anchor before entering politics, setting up an unusual congressional contest between two candidates whose careers began in South Florida broadcasting. Rodriguez and Democrats have argued that Salazar cannot separate herself from immigration policies advanced by an administration she has otherwise supported. Salazar, meanwhile, is presenting her willingness to challenge Trump as evidence that she will put her district ahead of party loyalty. That disagreement is likely to remain central to the race through Election Day.

Salazar is not the only Republican candidate adjusting her approach to Trump as November approaches. Republicans in other competitive races have publicly differed with the president on issues ranging from immigration to the Iran conflict, illustrating the difficult calculations facing candidates who need Trump's supporters while also appealing to independents and voters uneasy with parts of his agenda. Salazar's situation is particularly revealing because it is unfolding in a district where Trump's gains among Hispanic voters helped demonstrate the GOP's changing coalition. Now, with control of the House at stake, the same electorate is testing how closely a Republican incumbent can remain aligned with Trump while drawing a line on one of the president's defining policies. Whether that distinction resonates with voters will become clear on Election Day.
