Kelley, born from Judd's first marriage to businessman Arch Kelley III in 1996, encountered law enforcement in two separate incidents leading to her arrest.
Chief Johnson detailed the events, stating, "We responded to two calls involving her. In the first, she was observed in the area of businesses on Highway 14 near Murphy Oil by Walmart. She had a sign, displayed that said, 'A Ride for a Ride'."
During the encounter with officers, Kelley allegedly argued about the legality of her actions, claiming it was not illegal to offer herself in exchange for rides.
Subsequently, Kelley caused a disturbance at a Circle K gas station, where she claimed she might have been robbed. Officers found her displaying the 'Ride for a Ride' sign inappropriately dressed, exposing herself to passing drivers.
Despite officers' attempts to identify her and investigate possible warrants, Kelley was uncooperative, leading to her arrest for obstruction of governmental operation and indecent exposure. The soliciting for prostitution charge was later added, elevating her bond to $3,000.
She is reportedly scheduled for a court appearance on April 25.
