What officers discovered inside the home was far more alarming.
"The inside of the home was disgusting; throughout the house I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor,” an officer described in the report.
Along with the distressing state of the home, authorities found drug paraphernalia, including meth pipes, hypodermic needles, and a digital scale, all within reach of her 11-month-old child.

The police report further detailed, “Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles.”
Chelsea is reportedly a mom of four, welcoming daughter Riley in January 2021; daughter Avery Lynn in February 2022; and son Atlas in October 2023.
Chelsea faces CPS Intervention after drug discovery
Chelsea, visibly distressed, was arrested after attempting to hide methamphetamine and pills identified as Alprazolam.
The meth was found to weigh over 18 grams. Child Protective Services intervened, placing the child in the temporary care of one of Nelund's friends.
Police noted that "It appeared Jacob and Chelsea were more concerned with their drug addiction than providing [the baby] with a safe and clean environment."

Charges against Rosie O'Donnell's adopted daughter comes after high-profile disappearance
This isn’t the first time Chelsea has been in the spotlight for personal struggles.
Adopted by Rosie O'Donnell and her ex-wife, Kelli Carpenter, Chelsea gained attention in 2015 when she went missing at 17, only to be found a week later. Rosie shared that Chelsea had been dealing with mental health issues at the time.
"Chelsea made a decision when she turned 18 that she wanted to go to her birth mother. This was her choice," O'Donnell's publicist Cindi Berger told People back then.
Chelsea later moved out after turning 18 to live in Wisconsin with her biological mother, Deanna Micoley.
"Growing up, I never really got along with her and then once she kicked me out, I was just kind of done," she said. "I miss the rest of my family a lot but I think there is some much-needed space between me and Rosie. It's been nice having that," she added as per People.
While she has denied mental health issues, Chelsea has acknowledged her struggles with anxiety and depression.
In 2016, she was hospitalized for a psychiatric evaluation but later reconciled with Rosie.
Her personal life has been marked by difficulties, including a brief marriage to Nicholas Alliegro and becoming a mother to four children - Skylar Rose, Riley, Avery Lynn, and Atlas.
