WASHINGTON, DC: As part of state budget discussions, Democrats in the legislature want to abandon Governor Kathy Hochul's planned cuts in education funding and adopt some of the terms of an agreement to encourage the construction of new houses, according to the NY Post.

The extensive budget plan unveiled by the state Senate late on Monday, March 11 night, would be financed by raising the corporate tax and raising taxes on New Yorkers earning more than $5 million.

Democrats seek to scrap Hochul’s proposed education cuts

The Senate's plan is essentially a symbolic step in a process designed to outline the boundaries that would be used by the governor and legislative leaders to negotiate the state budget behind closed doors over the next few weeks.

Hochul's $233 billion budget proposal, which was unveiled in January, makes adjustments to the foundation assistance formula used by the state to allocate funds for education.

The amount of foundation money that 337 school districts — nearly half — will get this year would decrease under Hochul's proposal.

Prominent advocacy organizations and labor unions such as New York State United Teachers swiftly and vocally opposed the education cuts, as did Republicans and Democrats.

Democrats in the legislature's upper house are putting forth a counterproposal to Hochul by suggesting that the financing formula's suggested revisions be dropped this year. They suggest allocating $1 million for research on formula adjustments since several lawmakers have said in the open that the formula has to be fixed.

Senate Majority Leader Andrea Stewart Cousins informed reporters last week, "I think that it’s clear to say that we are concerned about the education proposal."

Blake Washington, Hochul's budget director, indicated to reporters last week that the governor would be open to "modifying" her education proposal. According to a revised income prediction, the state may have an extra $1.3 billion beyond the governor's first budget.
