Spanberger Reverses Youngkin’s Exit, Rejoins RGGI and Sparks Concerns Over Higher Power Bills

Governor Abigail Spanberger just announced that Virginia will rejoin the Regional Greenhouse Gas Initiative (RGGI), undoing Glenn Youngkin’s 2021 move to pull the state out of the multi-state carbon program. Spanberger campaigned heavily on “affordability.” But RGGI works by forcing power plants to buy carbon allowances costs that are then baked into your electric bill.
