Fact Check: Did Mark Carney declare war on the United States?

WASHINGTON, DC: US-Canada trade tensions have intensified in recent weeks, with President Donald Trump and Canadian Prime Minister Mark Carney taking tougher stances in the dispute. Amid the rising tensions, a graphic circulating online claims that Carney has “declared war on the United States,” drawing attention to the growing conflict between the two countries.

Claim: Mark Carney declared war on the United States

The rumor originated with an X user named Mark Slapinski, who described the ongoing US-Canada trade tensions as a conflict started by Trump’s tariffs on Canadian goods. 

The post portrayed Canadian Prime Minister Mark Carney as responding defiantly.

The X post said, “Donald Trump picked a fight with Canada. Mark Carney said: ‘Bring it on!’ Elbows are up!” It also included an image with the text, “Mark Carney declares war on the United States.”

The graphic presents Carney’s position as a declaration of war and links it to recent developments in the trade dispute. 

Canada imposed retaliatory tariffs on $20 billion worth of US imports on September 8, 2026.

The post sparked discussion among users. One commenter wrote, “So what is the end of this, Mark? We’re going elbows up. What else? Is that the whole plan?” 

Another said, “Hate to break it to you, but Carney's either going to relent, or Canada is destined for financial ruin.” A third commenter wrote, “As long as he doesn’t have to sell his USA investments, everything is good. If this joker was serious, he would lead by example.”

Fact Check: The claim is false

The claim is false. The statement “Mark Carney said: ‘Bring it on!’” is not a confirmed direct quote. Searches of news reports, transcripts, and Carney’s public statements do not show him using those exact words.

However, some media reports used similar language to describe his response. Carney has taken a strong position in the trade dispute. 

He called the situation a “war” because “You’re at war when you’re attacked, and we got attacked.” He also announced “dollar-for-dollar” retaliatory tariffs, which Canada implemented on September 8, 2026, against US goods worth a similar amount. 

Carney also walked away from trade talks he considered unfair and stressed that Canada would protect its sovereignty and key industries.

The phrase “Elbows are up!!” is also not a direct Carney quote in this context. “Elbows up” comes from Canadian hockey culture and means being ready to fight or defend yourself. Canadians have widely used the phrase as a rallying cry in response to Trump’s tariffs and comments about Canada.

The statement “Donald Trump picked a fight with Canada” is largely accurate in the context of the 2026 trade dispute. 

After trade talks broke down in late August 2026, the Trump administration imposed 50% tariffs on about $20 billion to $28 billion worth of Canadian goods, including dairy and steel-related products. 

The move followed earlier tariffs and Trump’s comments about Canada’s economic dependence on the United States, his suggestion that Canada could become the 51st state, and threats of additional tariffs on Canadian vehicles and businesses.
