Fact Check: Is JD Vance's claim $19 trillion in new investment entered the US true?

WASHINGTON, DC: Vice President JD Vance claimed that $19 trillion in new investment had entered the United States under the Trump administration. He made the remark while highlighting the administration’s economic achievements during a briefing at the White House on Thursday, September 3. The claim comes after President Donald Trump repeatedly cited large investment figures while promoting his administration’s economic policies. Let's fact-check the claim.

Claim: JD Vance said 19 trillion dollars of new investment came into the country



Speaking at the White House Briefing Room, JD Vance discussed inflation during the Biden administration and said the Trump administration was working to address its impact on Americans.

Vance then discussed how high inflation became during the previous administration and referred to President Donald Trump's comments about inflation during the 2024 campaign.

“Inflation under the last Administration hit a record high of about 9.5 percent, and it's funny. During the 2024 campaign, the president. I would say this is the highest inflation in American history, and people would come back and say no history. It's just the highest inflation in the last 60 or the last 48 years. I was, like, well, that's still very, very bad.”

Vance said high prices can take time to come down even after inflation begins to ease. “So, what happened with that? Is that when prices get baked in like that? It takes a little bit of time for us to undo some of the damage.”

He then highlighted several policies he said the administration had introduced to support working Americans. Vance also pointed to investment in the United States and said the administration had seen large amounts of new investment come into the country.

“We've seen 19 trillion dollars of new investment come into the country, but most of that is Bill's building new factories and new facilities.”

He said the investment could benefit construction workers first, while noting that building factories and creating jobs takes time.

“Those factories are being built, so if your construction worker, that's great. And obviously, we love our construction workers. However, it takes time to build those factories and employ the rest of the workers.”

Vance added that the benefits would continue as the new facilities begin producing goods. “And then, of course, to make the stuff that's going to be made at these factories.”

Fact Check: The claim is false

The claim is false. The White House has not provided evidence to support the $19 trillion figure and has not clearly explained how it reached that amount. 

At the time of Vance’s remarks, the White House website said the administration had recorded $11 trillion in “major investment announcements.” However, that figure does not represent $19 trillion in actual investment. A CNN review found that the White House included vague promises, trade and economic agreements, and statements that did not amount to firm investment commitments.

Federal data shows that foreign direct investment in the United States totaled about $232 billion in 2025. The White House figure also includes investment pledges from US companies, not just foreign investors.

Trump has increased the investment figure he cites over time. He put the amount at $17 trillion last fall and $19.2 trillion as of last week. On Wednesday, September 2, he told Republican lawmakers that the figure had passed $20 trillion after adding two more months of data.
