NEW YORK CITY, NEW YORK: In a decisive move that establishes a reported counterweight to the incoming administration, City Council Member Julie Menin has declared victory in the race to become the next speaker of the New York City Council.

The Manhattan legislator announced on Wednesday, November 26, that she has secured a supermajority of votes, effectively locking down the leadership position weeks ahead of the official January vote.

Menin’s ascent represents a significant victory for the moderate wing of the Democratic Party.

Menin released a list of 35 council members who have pledged their support, far exceeding the 26 votes needed to clinch the speakership.

Crucially, her coalition was built largely outside the Council’s "Progressive Caucus," the far-left bloc that reportedly serves as Mamdani’s power base. 

Instead, Menin rallied moderate Democrats and Republicans to her cause. "With this broad five-borough coalition, we stand ready to partner with Mayor-elect Mamdani’s administration," Menin said in a statement, striking a collaborative tone.

'Strong-arm' tactics secure historic early victory

The declaration marks the earliest a candidate has claimed victory in the speaker's race since 1986, a testament to the aggressive strategy employed by Menin’s team.

While labor unions like DC 37 attempted to stall her momentum, urging members to hold off on endorsements, their efforts ultimately failed as Menin's support swelled throughout Wednesday morning.

Sources described a high-stakes, "strong-arm" operation to lock down the numbers, particularly during a late-night meeting in Southeast Queens.

"It was a late-night, strong-arm bully play... a bluff that worked to bank a bunch of numbers," one Council member allegedly admitted anonymously, describing calls that warned colleagues the "train is leaving the station."

Menin’s victory deals a blow to her main rival, Brooklyn Council Member Crystal Hudson, who had the backing of the progressive establishment and the powerful 1199SEIU union.

Despite the ideological alignment between Hudson and the Mayor-elect, Zohran Mamdani remained largely on the sidelines, a move that some observers view as a strategic error—or a tacit admission that he lacks the clout to pick the speaker.

Menin, a resident of the Upper East Side and married to a real estate developer, represents a demographic that allegedly opposed Mamdani’s election

She notably declined to endorse him even after he won the Democratic primary, further solidifying her independence from the incoming regime.

A 'check' on the new administration

With the speakership all but secured, Menin is poised to become a powerful check on Mamdani. 

While she has promised to work on shared goals like "universal childcare" and lowering costs, her background as a corporate lawyer and former de Blasio administration official suggests an approach that may clash with Mamdani.

The official vote will take place on January 7, giving Menin weeks to fortify her coalition.
