WASHINGTON, DC: Viral posts on X claim newly declassified FBI documents prove senior counterintelligence official Nikki Floris admitted to running a "shadow government" inside the bureau while suppressing evidence that China manufactured fake ballots to help Joe Biden win the 2020 election.
The posts further label her actions "treason" and urge Microsoft, where she now works, to fire her.
While the quoted message is authentic and the documents show an intelligence report was recalled, several broader claims circulating online either lack evidence or misrepresent what the records actually show.

Quote appears in FBI records
The "shadow government" quote is authentic.
According to newly declassified FBI documents reviewed by multiple news outlets, Floris wrote, "I am basically running a shadow government inside the FBI right now," after discussing the withdrawal of an intelligence report alleging Chinese election interference.
Another FBI employee responded, "Do what you have to do :)"
However, one outlet that first reported on the documents later issued a correction after initially misattributing the quote, underscoring the need for caution when interpreting rapidly released records.

Intelligence remains unverified
The documents confirm that an Intelligence Information Report alleging China manufactured fake driver's licenses to support fraudulent mail-in ballots was recalled before further dissemination.
However, the report itself was raw intelligence from a single confidential source and had not been verified.
Internal FBI communications show officials questioned the source's credibility, noting that other claims attributed to the same source included conspiracy theories and unsupported allegations unrelated to election interference.

One official warned against citing potential political fallout as a reason to withhold intelligence. Even so, the records do not establish that China successfully manipulated the 2020 election or that the report's allegations were proven.
Treason claim lacks basis
Calling Floris' actions treason is not supported by US law.

The Constitution defines treason narrowly as levying war against the United States or aiding its enemies during wartime.
No official named in the released documents has been charged with treason, and there is no public evidence linking Floris to that offense.
Similarly, although Floris now works as a Microsoft executive, there is no evidence connecting her to the company's recent cybersecurity incidents involving alleged Chinese state-sponsored hackers.
That claim appears to rely solely on her current employer rather than documented involvement.
