WASHINGTON, DC: A viral social media post claims former Director of National Intelligence James Clapper admitted that former President Barack Obama directed the "Russia hoax" to frame President Donald Trump. The graphic, shared by X user, labels the claim as "breaking" and suggests Clapper confessed that Obama orchestrated the investigation into Trump.

However, the claim is False. While the quotations attributed to Clapper are authentic, they were taken from two separate CNN interviews in 2018 and 2019, selectively edited and combined to imply a confession that never occurred. The post also conflates the Obama-ordered Intelligence Community Assessment with Special Counsel Robert Mueller's investigation, two distinct events that began months apart.

The viral post alleges Clapper admitted Obama directed the "Russia hoax" to frame Trump, citing remarks that Obama "tasked" intelligence officials and suggesting the former president was responsible for launching the investigation into Trump.

Fact Check: False. The viral post falsely conflates two separate investigations

The first quote, where Clapper said he had been "tasked by President Obama", comes from a March 2019 CNN interview with Anderson Cooper following the release of the Mueller report. Clapper was responding to claims from then-White House Press Secretary Sarah Sanders that intelligence officials had falsely portrayed Trump as a Russian agent. 

His point was that Obama had instructed the intelligence community to assess Russian election interference, not fabricate allegations against Trump.

The second quote frequently paired with it originated in a July 2018 CNN interview, where Clapper said Obama's decision to order the 2017 Intelligence Community Assessment (ICA) "set off a whole sequence of events," including Mueller's later investigation.

He did not say Obama ordered Mueller's probe or directed a plot against Trump. 

Those are two separate developments. Obama requested an intelligence assessment on Russian election interference in December 2016, a standard national security review. Robert Mueller, meanwhile, was appointed in May 2017 by Deputy Attorney General Rod Rosenstein, a Trump administration official.

The viral post misrepresents authentic but years-old Clapper quotes by removing their context and combining them into a misleading narrative.

While there are ongoing debates over how the 2017 Intelligence Community Assessment was compiled, there is no evidence that Clapper admitted Obama ordered a "Russia hoax" to frame Trump. The central claim rests on conflating two separate investigations, a distortion that has already been repeatedly debunked.
