‘No Pay, No Leaving’: Sen. John Kennedy Proposes Rules for Congress During Shutdowns

Sen. Kennedy told Democratsthat there are “two things” that could stop shutdowns from being used as leverage against President Donald Trump. His answer was blunt. Members of Congress should not get paid during a shutdown. And they should not be allowed to leave Washington, DC until it’s over.
