Fact Check: Did JD Vance use a CAC card belonging to a woman during Qatar talks?

WASHINGTON, DC: A photo circulating online appears to show JD Vance working on a government laptop with a Common Access Card (CAC) inserted beside his keyboard during a meeting with Qatar's prime minister and Jared Kushner.

Social media users quickly zoomed in on the card and claimed that the photo displayed on it belongs to a woman, with some even speculating that it resembles conservative activist Laura Loomer.

The image has fueled widespread online claims that Vance was using someone else's CAC. But does the photo actually support that allegation? Here's what the evidence shows.

Claim: JD Vance appeared to be using a woman's CAC during an official meeting

The viral post questions whose Common Access Card (CAC) JD Vance was using while working on a US government laptop.

An X user shared the image with the caption, "Who's login card is JD Vance using?" As of this writing, the post has received more than 1.3 million views and sparked widespread debate online.

Many commenters questioned whether the card shown in the photo belongs to a woman and whether Vance was using someone else's credentials. 



Some users also expressed skepticism about the image itself. One commenter asked whether the photo on the card had been altered to create a misleading narrative, while another publicly called on Vance to explain whose card appeared in the image.

The claim has drawn attention because it raises potential security concerns. Using another person's CAC during an official meeting with foreign leaders could violate security protocols, particularly if the device was connected to secure government networks.

CACs are personal Department of Defense smart cards used to verify identity, access secure systems, and authenticate users on government networks.

Because they function as both an identification card and a digital credential, sharing or using someone else's CAC would generally constitute a serious violation of government security rules.

Fact Check: The claim is mostly true

The viral claim that JD Vance was using a woman's CAC during an official meeting is mostly accurate in its basic observation, but it does not prove the strongest allegation, that the card belongs to Laura Loomer or that Vance was actively using her credentials to log in. 



The photo itself is real. Qatar's Prime Minister, Sheikh Mohammed bin Abdulrahman Al Thani, shared the image during high-level talks involving the United States, Iran, Qatar, and other mediators at the Burgenstock resort in Switzerland around June 21–22, 2026.

The photo shows Vance working on a laptop with Jared Kushner nearby. 



The image clearly shows a US government Common Access Card (CAC) next to Vance's typing hand. The card appears to display a woman with dark hair.

The meeting also took place during sensitive diplomatic discussions focused on de-escalation efforts and Iran-related issues. Qatar's prime minister publicly shared the photo with a caption indicating that negotiations were continuing.

Many social media users, particularly on X, speculated that the person pictured on the card resembles conservative activist Loomer. 

Enhanced and zoomed-in versions of the image fueled that theory, causing it to spread widely online. However, no publicly available evidence conclusively identifies the person on the card as Loomer.

Neither the White House nor any major news organization has confirmed that the card belongs to Loomer. As of the latest available information, Loomer has not publicly commented on the claim.

While some people argue that she could possess a CAC if she held a government-related contractor or advisory position, she is primarily known as a political activist and media personality with ties to Trump-world figures, including a previous meeting with Vance.

As a result, the claim remains speculative rather than proven.
