IMPD officers promptly responded to the shooting at the bar

According to Indystar, the shooting took place within the premises of the bar shortly after 1 am on Saturday.

Officers from the IMPD Broad Ripple Entertainment Zone, who were patrolling the vicinity, promptly responded to the scene at 808 Broad Ripple Avenue.

Upon arrival, they discovered five men had been shot and provided initial medical assistance before emergency medical services transported them to nearby hospitals. Additionally, a sixth man arrived at a hospital on his own.

Unfortunately, one of the men was pronounced dead upon arrival at the hospital. IMPD officials stated that the remaining five men are anticipated to recover from their injuries.

IMPD Chief emphasizes Broad Ripple establishments that don't adhere to the agreed-upon community standards should be held accountable

In a statement shared on Facebook on Saturday, Indianapolis Metro Police Department Chief Christopher Bailey highlighted the use of various technologies, including public and private safety cameras, B-link cameras, and automatic license plate readers, along with traditional police methods, in apprehending the suspect.

Chief Bailey noted, "I am thankful to the officers and detectives whose dedication ensured the suspect is no longer free to victimize our community."

Having said that, he asserted, "The IMPD cannot control security protocols at individual establishments or determine what promoters are allowed to hold events. What we can do is continue to work our Broad Ripple safety plan and have conversations with business owners to provide suggestions to help make the village as safe as it can be."

"However, the responsibility to provide a safe experience inside these businesses relies on the individual managers and operators. While the majority of establishments in Broad Ripple, including bars and restaurants, adhere to the agreed-upon community standards, some do not and should be held accountable. It takes all of us working together to provide safe communities for all," said the officer.

Bailey underscored the personal responsibility of the suspect, emphasizing, "He made a choice to pull the trigger, killing one of our neighbors, injuring five others, and traumatizing many more."

Bailey also praised the quick action of the IMPD Broad Ripple Entertainment Zone (BREZ) and district officers.

He assured, "The IMPD has a longstanding commitment to collaboration with the Broad Ripple Village Association (BRVA), community stakeholders, policymakers, and with the owners and operators of local establishments to ensure safety in the Village and throughout Indianapolis."

"An arrest is merely an accusation. Fulk should be considered innocent unless and until proven guilty in a court of law. The Marion County Prosecutors Office will make the final charging decisions," said Chief Bailey, concluding his statement.
