WASHINGTON, DC: An X (formerly Twitter) post alleges that former President Barack Obama illegally used the Social Security number of Jean Paul Ludwig, a man born in 1890 who later died in Hawaii, claiming this proves a fraudulent presidency and tying the story to Obama’s grandmother’s work in probate records. Does this claim hold up? Here’s a fact check.

According to a post shared by @lizchurchill10, the claim centers on allegations of a fake presidency involving Barack Obama.

The post opens with the question, “Was Obama caught stealing a dead man’s Social Security number?” It goes on to ask whether Obama used the SSN of a Connecticut man who later died in Hawaii, alleging that he did so illegally to "occupy the White House." The post further asserts, “Fake name. Fake papers. Fake presidency. Exposed—the ultimate Manchurian candidate,” and includes a video clip from a Fox News segment.

This claim traces back to chain emails and online conspiracy theories that circulated widely around 2011, during the height of the “birther” movement that questioned Obama’s eligibility and background.

Jean Paul Ludwig, a French immigrant born in 1890, lived much of his life in Connecticut, consistent with the “042” prefix once associated with that state. He was assigned a Social Security number in 1977 and died in Hawaii in 1981. The allegation later gained traction through viral emails and early online forums promoting similar claims.

According to official records, the claim about Barack Obama using another person’s Social Security number is a baseless and misleading narrative.

Data from the Social Security Administration, including the Social Security Death Index (SSDI), confirms that Jean Paul Ludwig had a different SSN (045-26-8722), not the number falsely attributed to Obama (042-68-4425). The records also show that the SSA was properly notified of Ludwig’s death.

Additionally, Ludwig died in 1981, years after Obama had already been assigned his own Social Security number. The core premise of the claim is flawed. Obama was born in the United States, so there would have been no reason to use another individual’s SSN. Moreover, having a Social Security number does not itself prove citizenship, as non-citizens can legally obtain one.

The claim about SSNs beginning with “042” being reserved for Connecticut residents is also incorrect. As explained by the Social Security Administration, the area number in an SSN does not necessarily correspond to a person’s birthplace or residence; instead, it reflects the mailing address provided at the time of application.

A reader’s note accompanying the post reiterates that Ludwig’s verified SSN differs from Obama’s and confirms that Ludwig died years after the former president received his own number in 1977.
