Fact Check: Did Congress probe Trump's Reflecting Pool contractors over $16M algae disaster?
WASHINGTON, DC: As criticism over President Donald Trump's renovation of the Lincoln Memorial Reflecting Pool continues to grow following the $16 million algae controversy, a viral rumor claims that Congress has launched an investigation into the project's contractors, including a Trump donor. The post alleges lawmakers opened the probe over the costly algae disaster. Here's what the claim says and what the facts show.
Claim: Trump's Reflecting Pool contractors are under congressional probe
The rumor originated from an X post that claimed, "Trump's Reflecting Pool contractors — including a TRUMP DONOR — are now under congressional investigation for the $16 million algae disaster."
The post alleged that the contractors behind the $16 million renovation of the Lincoln Memorial Reflecting Pool are facing a congressional investigation over what it described as a "swampy, peeling, bright-green embarrassment." It claimed that one of the contractors is a major donor to President Donald Trump's campaign.
According to the post, Sen Jeff Merkley launched the investigation and requested information from John Cafaro, CEO of Green Water Solutions, and Curtis Wood, CEO of Atlantic Industrial Coatings. The post alleged that both companies received no-bid contracts for the renovation project.

The post further claimed that Atlantic Industrial Coatings received a $14.7 million contract, more than double the original $6.7 million estimate, while Green Water Solutions received $1.7 million for a filtration system that allegedly failed to prevent algae growth.
Quoting Merkley, the post stated: "After railing about waste, fraud, and abuse, Donald Trump spent more than $16 million on a renovation of the Reflecting Pool that's now peeling and chock full of algae. This is a massive waste of working families' hard-earned tax dollars. I'm launching an investigation because taxpayers deserve swift answers — and a REFUND."
The post also cited Rep Robert Garcia, claiming that contractor John Cafaro had donated extensively to Trump's campaign and affiliated political groups. It further alleged that Cafaro's company had received only one other federal contract, which it said was also awarded without competitive bidding during the Trump administration.
The post concluded by alleging that taxpayers were left paying for a failed renovation awarded to a Trump donor through a no-bid contract, describing the controversy as another example of government waste.
Fact Check: Misleading, Democratic lawmakers launched inqu
The post's core claims are largely accurate and align with reporting from major news outlets and official records as of late June 2026. Sen Jeff Merkley and other Democratic lawmakers, including Rep Robert Garcia, launched inquiries into the Reflecting Pool renovation, focusing on project costs, the no-bid contracting process, contractor performance, and potential conflicts of interest. They also sent letters requesting documents related to the project.
The post's claim about contractor John Cafaro is also supported by public records. Green Water Solutions, also referred to as Greenwater Services, is linked to the J.J. Cafaro Investment Trust, led by John J Cafaro, a longtime Trump donor.
Cafaro has contributed hundreds of thousands of dollars to Trump and affiliated political groups, owns property near Mar-a-Lago, and has received multiple federal contracts during Trump's presidency.
Public records also show that Cafaro has a previous bribery conviction. However, the White House has said Trump was not personally involved in selecting the contractors.
The claim that Trump's motorcade drove across the drained Reflecting Pool is also accurate. On May 7, 2026, several heavy vehicles in the presidential motorcade crossed the newly prepared pool during Trump's inspection of the site. Some critics and experts have suggested the vehicles may have contributed to damage, including issues with the expansion joints or protective coating.
However, no evidence has established that the motorcade was the sole cause of the damage. Merkley's inquiry seeks records to determine whether officials approved the motorcade's use of the repaired surface.
