Fact Check: Did Randy Fine illegally vote on behalf of others in the Florida House?
WASHINGTON, DC: In February 2026, a video circulated online, claiming to authentically show Republican Rep Randy Fine illegally voting on behalf of absent representatives during his tenure in the Florida House of Representatives.
The video allegedly showed Fine in the Florida House appearing to press buttons on at least four voting panels. The clip showed other people were also in the chamber and in view of Fine when he did this. But is there any truth to this? Let us find out below.
Claim: Randy Fine illegally voted on behalf of others in Florida House
The video went viral across different social media platforms. A Threads user shared the viral clip and mentioned in the caption, "Watch as MAGA Randy Fine illegally casts votes for other members of the Florida House of Reps."
The video further circulated on different platforms, such as Facebook, X, Instagram, Bluesky, and Reddit. An X user wrote while sharing the clip, "For reference, this is how Randy Fine votes in Florida! Isn't that right @VoteRandyFine?"

Similarly, a Facebook user mentioned, "Florida Representative Randy Fine decided he could vote for absent representatives? He's out there yelling, 'voter fraud!' but what is this? I haven't been able to find anything about it, I just saw this clip and couldn't help but wonder how this could be legal."
Fact Check: Unrated, lack of evidence to conclude verdict
Randy Fine acknowledged on X that the video showed him voting in the Florida House of Representatives. He wrote, "Absolutely, when I served in the Florida House of Representatives. In that Chamber, where this was taken, Members are explicitly allowed to vote for other members, with their permission, when they are in certain other parts of the Capitol (known as the "Blue Carpeted" areas)."
"This includes dozens of meeting rooms and offices surrounding the chamber. This is not allowed in the US House of Representatives, where I have served since last year. Thanks for playing," Fine added.

In that Chamber, where this was taken, Members are explicitly allowed to vote for other members, with their permission, when they are in certain other parts of the Capitol (known as the "Blue Carpeted" areas).…
Moreover, Julie Keefe, a TikTok user who frequently posts videos from the Florida Capitol, informed Snopes that she recorded the video and posted it, along with another video of Fine appearing to vote on behalf of absent representatives in February and March 2024. However, she did not recall the exact recording dates.
Furthermore, it was not possible to verify from the clip if Fine's conduct breached House rules or it was "illegal".
Interestingly, Florida House rules throughout Fine's tenure did not allow proxy voting, except at the "request and direction" of a member who was also present in the chamber.
The viral video did not show the representatives Fine appeared to vote on behalf of had asked him to do so, or were present in the chamber at the time. With lack of proper evidence, there is no verdict to this claim.
