According to DOJ officials cited in the report, the $1.776B fund was created as part of a broader legal settlement involving Trump and his co-plaintiffs dropping claims related to the IRS lawsuit, the 2022 Mar-a-Lago search, and allegations tied to the Russia investigation.

The reported fund also included provisions that could allow January 6 defendants who received pardons from Trump to pursue taxpayer-funded compensation claims related to alleged government overreach. The January 6 Capitol attack, widely viewed as a major disruption to US democratic processes, was referenced in this context when a reporter asked Trump, “Why should taxpayers pay for the January 6th-ers?”

Following the question, several posts on X claimed that Trump responded, “Because in my world, loyalty outranks law. They broke the rules for me, so you pay the bill for them. That’s the transaction.” The claim was later amplified online, including by California Representative Jimmy Gomez, who shared a video juxtaposing the alleged remark with footage of the January 6 riot and wrote, “Because in Trump’s world, loyalty outranks the law. They broke the rules for him, and now we foot the bill.”

The alleged response sparked criticism across social media, with users questioning the implications of the statement and its framing. Some posts accused Trump of suggesting accountability was being undermined, while others dismissed the claim as misleading or out of context.\

The claim that Donald Trump said “loyalty outranks law” is false. The circulating videos that include this caption show a clip from a C-SPAN recording in which Trump was responding to questions about January 6 defendants, not making that statement.

In the original footage, Trump can be heard saying he had limited involvement in the creation of the policy and describing it as a measure to support individuals he said were “horribly treated.”

"I know very little about it. I wasn't involved in the whole creation of it and the negotiation. This is reimbursing people who were horribly treated, horribly treated. It's anti-weaponization."

He added, "They've been weaponized, they've been, in some cases, imprisoned wrongly. They paid legal fees that they didn't have. They've gone bankrupt. Their lives have been destroyed. And they turn out to be right. I mean, it was a terrible period of time in the history of our country.”

The “loyalty outranks law” wording appears to have originated from a caption added by Representative Jimmy Gomez when sharing the video, rather than from Trump’s actual remarks. The phrase was then repeated widely across X by unverified accounts, contributing to further confusion.

Despite its online spread, there is no evidence in the original C-SPAN footage or transcript that Trump made any statement suggesting loyalty is more important than the law.
