Fact Check: Was Renee Nicole Good a ‘legal observer’ filming anti-ICE protests when she was shot?
MINNEAPOLIS, MINNESOTA: The death of Renee Nicole Good has sparked a fierce dispute not only over how she died, but also why she was there in the first place.
Good, 37, was identified by her family as the person fatally shot by ICE agents during protests tied to immigration raids in the city on Wednesday, January 7.
Since then, conflicting narratives have emerged from federal officials, elected leaders, civil rights groups, and Good’s own family. But was she a “legal observer” or an active protester? Let’s find out.
Claim: Reene Nicole Good was a legal observer
The Department of Homeland Security insists that Good was part of a group of protesters and accused her of attempting to run over ICE agents at the scene. DHS Secretary Kristi Noem labeled her “trained” and said her actions amounted to “domestic terrorism."

Officials allege that Good was among demonstrators blocking agents and that she “weaponized her vehicle” in an attempt to strike them. That account clashes with reporting from the Daily Mail, which cited witnesses who said Good was acting as a “legal observer,” a trained volunteer who monitors protests to help safeguard demonstrators’ legal rights, and was filming the scene during the ongoing ICE raids in Minneapolis.
Videos from the area show that Good was accompanied by a woman identified as her spouse. A family member later said Good had a six-year-old child with her now-deceased ex-husband and was co-parenting the child with her current spouse.
Several high-profile Minnesota officials have publicly referred to Good as a legal observer. Minneapolis Mayor Jacob Frey, Minnesota Governor Tim Walz, and Rep. Ilhan Omar all used that description. Omar declared that ICE’s actions led to the “killing of a legal observer in Minneapolis.”

Civil rights organizations, including the NAACP Legal Defense Fund, released statements condemning the “killing of a legal observer,” describing Good as an American citizen exercising her First Amendment rights. DHS officials, however, have rejected those claims outright and continue to characterize Good as an “anti-ICE rioter” and a “domestic t*rrorist.”
Fact Check: Renee Nicole Good's role in ICE protest remains unclear
At this stage, there is no independent confirmation definitively establishing whether Renee Nicole Good was acting as a legal observer, a protester, or neither.
Federal officials present one account, while local leaders and civil rights groups offer another. Good’s family maintains that she had nothing to do with the protests at all. She was publicly identified by her mother, Donna Ganger, who spoke to the Minneapolis Star-Tribune on Wednesday and dismissed the official narrative.
“That's so stupid,” Ganger said of her daughter’s death. “She was probably terrified.” Ganger insisted Good was “not part of anything like that,” referring to the ICE protests taking place at the location where her daughter was killed.

“Renee was one of the kindest people I’ve ever known. She was extremely compassionate,” Ganger said. “She’s taken care of people all her life. She was loving, forgiving, and affectionate. She was an amazing human being.”

In a video shared shortly after the shooting, a woman claiming to be Good’s spouse could be heard screaming in anguish after witnessing the incident. “That's my wife, I don't know what to do,” she cried, adding that the couple had a six-year-old child.
Trump reacts as protests intensify
Authorities say Good was shot three times by ICE agents after she reportedly refused to exit her vehicle when instructed to do so. The Department of Homeland Security maintains that agents acted in self-defense after Good allegedly attempted to run them over with her SUV.
Donald Trump reacted to the shooting on Wednesday, backing DHS’s claims and blaming the “radical left” for the deadly encounter. Trump said he had “viewed the clip” of the incident and claimed that Good “viciously ran over the ICE Officer.”
“It is a horrible thing to watch,” Trump posted on Truth Social. “The woman screaming was, obviously, a professional agitator, and the woman driving the car was very disorderly, obstructing and resisting, who then violently, willfully, and viciously ran over the ICE Officer, who seems to have shot her in self-defense.”

The shooting set off another night of unrest in Minneapolis. Protesters flooded the streets of the Twin Cities on Wednesday night, burning the American flag while shouting anti-ICE chants. Video from the scene showed a man in a tan jacket waving an upside-down American flag that had been set on fire in front of a large crowd.
