FBI, HSI launch coordinated raids on Minnesota businesses in widening Medicaid fraud probe
MINNEAPOLIS, MN: A massive federal dragnet descended upon the Minneapolis metropolitan area Tuesday morning as the FBI, Homeland Security Investigations (HSI), and local law enforcement executed 22 coordinated search warrants.
The "full court press" operation primarily targeted businesses receiving millions in Medicaid and federal childcare funding, marking a significant escalation in an ongoing fraud investigation that has already triggered a total reset of the state's political landscape.

Federal officials confirmed that the raids, while not connected to immigration enforcement, involved HSI units specialized in financial crimes.
Most of the locations hit were childcare facilities and home-and-community-based service providers.
The "discovery" of these alleged schemes follows months of public outcry and a "sensational" February congressional hearing titled "Somali Scammers: Fighting Fraud in Minnesota and Beyond," chaired by Senator Ted Cruz.
The scale of the alleged theft has placed the state under a "living nightmare" of federal scrutiny.
Fraud scandal forces Walz from reelection
The fallout from the investigation has already claimed its highest political casualty.
In January 2026, Governor Tim Walz took a tough stand by dropping his reelection campaign, citing the need to defend the people of Minnesota against "criminals who prey on our generosity."
The Governor faced intense backlash after reports surfaced that over $9 billion across 14 state welfare programs may have been lost to fraudulent activities during his tenure.
Critics have characterized the lack of oversight as a "partisan mudslide," leading to a historic 73-day standoff between state and federal authorities over program integrity.
Walz’s withdrawal was seen as a "final deal" to stabilize the state’s executive branch as the federal government began withholding hundreds of millions in Medicaid reimbursements due to a lack of "moral credibility" in state-level safeguards.
Childcare centers at center of probe
Driving the current news are allegations that dozens of Somali-run businesses, including daycares, have been operating as shell companies to launder federal funds.
Investigations revealed sites that appeared vacant while receiving millions in state funding. In some instances, providers were found to have received nearly $10 million since 2019 despite holding dozens of operational violations.
This "absolute disarray" prompted the federal Centers for Medicare & Medicaid Services (CMS) to withhold $259 million in reimbursements until a corrective action plan was finalized in March.
The disarray within these programs has also raised national security concerns. Federal investigators previously warned that a portion of the stolen funds may have been routed through informal cash-transfer networks to al-Shabaab, an al-Qaeda-linked organization in Somalia.
This case has taken on a "discovery" dimension, extending beyond mere financial theft and transforming a local fraud case into a significant opportunity for federal oversight reform.
Federal officials seek total program reset
Tuesday's raids are part of a broader initiative to achieve a "total reset" of Minnesota’s welfare systems.
The Department of Justice is focusing on 14 high-risk Medicaid services by implementing a freeze on new providers and launching door-to-door site verifications.
HSI and FBI agents are currently combing through seized records from the 22 locations to identify co-conspirators who may have used "ill-gotten gains" to fund lavish lifestyles or investments abroad.
