Fact Check: Did Trump get South Korea to pay $3B a year for US troops?

WASHINGTON, DC: President Donald Trump’s claim that South Korea agreed to pay $3 billion a year for the cost of stationing American troops in the country is drawing attention amid renewed debate over the US-South Korea alliance.

The Republican leader recently cited the $3 billion figure while discussing the agreement at the White House, a day after he announced that the US will "substantially reduce" joint military drills with South Korea. Let's fact-check the claim.



Claim: Trump said South Korea agreed to pay nearly $3 billion a year for protection

During a question-and-answer session with reporters on Monday, August 17, Trump spoke about his recent communication with North Korea's Kim Jong Un. He made the comments while meeting a teenage California lifeguard who recently saved a 10-year-old boy from drowning in rough waves.

Trump also defended his decision to cancel military exercises with South Korea. He rejected criticism that the move favored US enemies over its allies. He then discussed South Korea’s financial support for the US military presence in the country.

Trump claimed that South Korea had agreed to pay nearly $3 billion a year during his first term. “South Korea has been protected by us for many, many years,” he said, adding that Seoul had agreed to “pay close to $3 billion a year for protection.”

The POTUS said he initially asked South Korea for $10 billion but faced resistance. “They were very unhappy,” he said. He added that the two sides eventually agreed to “$3 billion” for a short period, with the amount increasing in later years.

The Republican leader also suggested that his successor, Joe Biden, rescinded the deal.

The claim is false. Trump did not secure a $3 billion-a-year deal with South Korea during his first term. In 2019, his administration reached a one-year Special Measures Agreement that increased South Korea’s contribution by 8.2% to about $930 million, still well below $3 billion. The agreement expired at the end of 2019.

Trump also did not have a $3 billion deal in place that Biden later canceled. After taking office, Biden negotiated a new five-year agreement with South Korea in 2021. Under that deal, Seoul agreed to pay about $1 billion in 2021, a 13.9% increase from the 2019 amount.

The two countries later reached another five-year agreement covering 2026 through 2030. It raised South Korea’s 2026 contribution by 8.3% to about $1.19 billion. This further shows that South Korea's actual payments remained far below the $3 billion figure Trump cited.

Therefore, the available agreements do not support Trump's description of a $3 billion annual payment. His claim appears to inflate the amount South Korea agreed to pay and incorrectly suggests that Biden canceled a deal Trump had secured.
