Joe Biden trolled for 'incoherent rambling' as he tries to speak over music in first speech after WH exit

CHICAGO, ILLINOIS: Former President Joe Biden's first public speech since leaving office was slammed as "incoherent rambling" as the 82-year-old tried to speak while music was still playing during the event in Chicago, Illinois, on Tuesday, April 15.
The Democrat took several digs at President Donald Trump and his second administration, particularly regarding their approach to Social Security, while addressing the audience at the Advocates, Counselors, and Representatives for the Disabled (ACRD) conference.

Joe Biden tries to speak over music in his first post-White House speech
Joe Biden spoke for roughly half an hour before disability advocates and referred to Donald Trump as "this guy" instead of his name. He appeared to speak in a hushed and subdued tone during his speech on Tuesday.
Interestingly, Biden started his speech while music was still playing in the background.
The ex-president slammed Trump’s time in the White House since January 2025, saying that in "fewer than 100 days, this new administration has made so much ... damage and so much destruction. It’s kind of breathtaking," as per NBC News.

Biden then called out the administration’s approach toward Social Security and said, "You’ve got to ask yourself: Why is this happening? Why are these guys taking aim at Social Security now?"
"Well, they’re following that old line from tech startups. The quote is: Move fast, break things. And they’re certainly breaking things. They’re shooting first and aiming later. The result is a lot of needless pain and sleepless nights," he added.
He went on to quote former Maryland Governor Martin O’Malley and said, "They want to wreck it so they can rob it."
Moreover, Biden accused the Republicans of using government cuts to fund tax rebates for billionaires and big business, but stressed that there was still broad support for Social Security.

The former president said, "The vast majority of Americans, including many wealthy Americans, still support, thank God, Social Security, and very wealthy billionaires still support Social Security. They may not rely on themselves, but they know... they know... Social Security deserves to be protected for the good of the nation as a whole."
At one point in his speech, Biden criticized Republican efforts to extend the 2017 tax cuts passed during Trump’s first term, and warned that they can only afford to extend those cuts by "running up the deficit" and "then by taking the money from someplace else."
