WASHINGTON, DC: On Thursday, April 4, the Biden administration announced a final rule aimed at safeguarding federal workers and enhancing job security, in order to prevent the potential dismantling of the workforce if former President Donald Trump is reelected.

The Office of Personnel Management (OPM) clarified the rule, stating that nonpartisan career civil servants with protected status cannot have that status revoked.

Furthermore, the ruling prevents nonpartisan career civil servants from being reclassified as political appointees. This rule seeks to ensure that job security remains an essential aspect of the federal workforce and that civil servants can continue to perform their duties without fear of retribution.

What prompted President Joe Biden to issue this rule regarding federal employees?

In 2020, then-President Donald Trump signed an executive order allowing thousands of federal employees to be reclassified, thereby taking away their protections, per The Hill.

That executive order was revoked by President Joe Biden as soon as he arrived in the White House, citing concerns that it "risked altering our country's long-standing merit-based civil service system."

The White House claimed that former President Trump’s order, namely ‘Schedule F,’ “would have stripped career civil servants of their civil service protections that ensure that decisions to hire and fire are based on merit, not political considerations.”

This new rule clarifies that policy-making classifications cannot be applied to nonpartisan career civil servants, only to noncareer political appointees, and is expected to thwart a future executive order of this kind if Donald Trump is reelected.

President Biden said in a statement, “Today, my Administration is announcing protections for 2.2 million career civil servants from political interference, to guarantee that they can carry out their responsibilities in the best interest of the American people.”

“This rule is a step toward combatting corruption and partisan interference to ensure civil servants are able to focus on the most important task at hand: delivering for the American people,” the 81-year-old Commander-in-Chief added.

According to the agency, the OPM analyzed more than 4,000 public comments that were submitted throughout the rule-making process.
